First off you ask if there are doctors/hospitals out there that are considered the best on this kind of psoriasis and in your profile you have Inverse psoriasis. So I'm taking a guess that you have not had a proper diagnoses, all dermatology departments in the UK are capable of dealing with genital psoriasis and you should be seeing a dermatologist.
The genital area is very sensitive and you want to make sure you are getting the right treatment, by messing about with various creams yourself you could make things worse. If you are worried about seeing a dermatologist and discussing your penis and scrotum, don't be because like Jim said they have seen it all before and are very aware on how some people may feel uncomfortable discussing it.
Sexual intercourse or masturbation can cause a lot of damage to the penis when there is psoriasis present, and it can take a long time to heal. That doesn't mean you have to avoid it but it is best to get the psoriasis down or use a good lubricant gel.
Some tips:
Wear 100% cotton underwear and as loose as possible around the genital area. (Boxer are better than Y fronts).
Wear loose fitting trousers or jeans and try to avoid sweating around the genital area.
Keep the penis and scrotum well moisturised twice a day with a good quality Coconut Oil. Read more here: Coconut Oil (*Important: Coconut Oil could possibly damage latex condoms.)
