Folds in the skin typically increase the absorption rate of topological steroids. As already stated, it would be advisable to keep the application as light as possible.
It's quiet normal to have some sort of rotation of steroid and non steroid creams such as what the doctor suggest. While there can be potential issues, the idea is to give your skin a rest from the steroids in order to extend it's lifespan.
To be honest, I have had psoriasis down there for years even being on biologics. The only meds that cleared that area was poison ...and I rather have the psoriais.
