My dermatologist told me to use 1% hydrocortisone on my face Fred.. they said there's a big difference between cortisone products and the stronger ones are deffo very bad on your face.
I would say you should always, always get the go ahead from your derm.
However, when I raised concerns about skin thinning and asked how long I could do it, she told me that with 1% I didn't need to worry.. this was not on my actual eyelid but it was very close, I was told to use a cotton bud to apply accurately. So it's not impossible your derm might have the same opinion.
If you are doing it on your eyelids long term though, I would think they would be concerned about that.
Apart from that I can only suggest something greasy, like the coconut oil.
