There two ways of looking at it Bill.
#1 Yes you are right, if one has even .09% then they are not clear.
#2 Using the word "Clear" helps us live with it and gives us hope.
I would class myself as clear, but yes if you look closely there is psoriasis. I think psoriasis is bad enough to live with without going into the percentages.
Maybe I should say "clearer" or put 99% clear. But at the end of the day I can't be arsed to get to technical about it and I too refer to myself as "Clear" No it's not 100% correct, but it works for me.
