I think it's more to do with how me and women differ in managing their conditions. In general women tend to visit their GP for treatment earlier and are more likely to be reliable when it comes to application of topical medications than men. This means that their condition tends to be less severe and unlikely to require the use of biologicals.
Just my thoughts on it though, there are, as always, exceptions to the case.
