Yes Amy, unfortunately that is the common approach of the medical world.
I totally disagree with that approach, as research already found that treatment with a basically better biological or other things ( e.g. DMF) have far more effects in the long term.
Probably insurance companies are pressing this on to the dermatologists, as it is cheaper, but they have a too short term view, as in the end this approach is more expensive.
