Simple answer is that they are not allowed to do so, you need a dermatologist to prescribe stronger treatments. A GP is just a general practitioner like it says in the name, they can only prescribe up to a certain limit before it needs a specialist in the field.
A dermatologist can prescribe much more than a GP because they understand how the treatments work, a GP on the other hand is there to give you the basics.
