No no The article never mentioned the department closing, only that it would not be able to accept new referrals

The contradiction comes in the add on where the HSE said they had informed GPs that it remains open for all referrals urgent and routine
I may be misinterpreting it but to me it's quite clear (having just flown back) that the hospital has probably been told they can't refuse referrals. Then the newspapers both of them added the second quote.
